With reference to my Despatch No.23 of the 19th instant, with which I have transmitted an Ordinance entitled "The Summoning of Chinese Ordinance, 1899," for the signification of Her Majesty's pleasure, I have now the honour to forward for your information the enclosed copy of a Protest by the Honourable T.H.Whitehead, Unofficial member of the Legislative Council, protesting against that Ordinance, together with a Memorandum dealing with that Protest by the Honourable J.H.Stewart Lockhart, Colonial Secretary.
Enclosure 1 11th Jany. 1900.
Enclosure 2 15th Jany. 1900. With six Spare copies of each.
